1.1A bill for an act
1.2relating to economic development; requiring an annual cost-of-living study;
1.3appropriating money;proposing coding for new law in Minnesota Statutes,
1.4chapter 116J.
1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.6    Section 1. [116J.013] COST-OF-LIVING STUDY; ANNUAL REPORT.
1.7(a) The commissioner shall conduct an annual cost-of-living study in Minnesota.
1.8The study shall include:
1.9(1) a calculation of the statewide basic needs cost of living, adjusted for family size;
1.10(2) a calculation of the basic needs cost of living, adjusted for family size, for each
1.11county;
1.12(3) an analysis of statewide and county cost-of-living data, employment data, and
1.13job vacancy data; and
1.14(4) recommendations to aid in the assessment of employment and economic
1.15development planning needs throughout the state.
1.16(b) The commissioner shall report on the cost-of-living study and recommendations
1.17by February 1 of each year to the governor and to the chairs of the standing committees
1.18of the house of representatives and the senate having jurisdiction over employment and
1.19economic development issues.

1.20    Sec. 2. COST-OF-LIVING STUDY APPROPRIATION.
1.21$300,000 is appropriated from the general fund in fiscal year 2014 to the
1.22commissioner of employment and economic development for the cost-of-living study
1.23required under Minnesota Statutes, section 116J.013.
