1.2relating to organ donation; establishing a work group to study sustainable
1.3programs to increase organ donation.
1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
1.5 Section 1. ORGAN DONATION WORK GROUP.
1.6(a) The legislature finds that organ donation from deceased persons saves lives and
1.7reduces suffering for recipients of all ages. The legislature further finds that waiting
1.8lists for healthy organs continue to grow, creating an urgent need for increasing organ
1.9donation in the state.
1.10(b) A work group is created to study how other states and countries have developed
1.11sustainable programs for increasing organ donation in their communities. The work group
1.12shall consider all strategies that have been shown to support and promote organ donation
1.13including, but not limited to, donor designation registries, presumed consent, opt-in and
1.14opt-out policies, professional education, and public education. All costs associated with
1.15this work group must be covered by private donations from interested parties. No state
1.16funds may be used to fund the work group.
1.17(c) The work group must include one representative each from at least two
1.18designated organ procurement organizations, a transplant center, the Minnesota Medical
1.19Association, the Minnesota Hospital Association, a licensed eye bank, a licensed tissue
1.20bank, and a research institution.
1.21(d) The work group shall report to the legislature by December 30, 2011, with
1.22recommendations for increasing organ donations in Minnesota. The work group is
1.23dissolved after it makes its report.
