1.2relating to capital investment; appropriating money for the Regional Earl Ellens
1.3Park and Riverside Center as trailhead for the Willard Munger State Trail;
1.4authorizing the sale and issuance of state bonds.
1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
1.6 Section 1. EARL ELLENS PARK AND RIVERSIDE CENTER.
1.7 Subdivision 1. Appropriation. $600,000 is appropriated from the bond proceeds
1.8fund to the commissioner of natural resources for a grant to the city of Moose Lake to
1.9renovate and redevelop the Regional Earl Ellens Park and Riverside Center as trailhead
1.10for the Willard Munger State Trail, under Minnesota Statutes, section 85.015. This
1.11appropriation is for the design, construction, renovation, furnishing, and equipping
1.12of a farmer's market shelter and an addition to the Riverside Center having a lobby,
1.13concessions, restrooms, changing rooms, and trailhead office; and for other improvements
1.14to the grounds of Earl Ellens Park of a capital nature. This appropriation is not available
1.15until the remaining cost of the project is committed from nonstate sources.
1.16 Subd. 2. Bond sale. To provide the money appropriated in subdivision 1 from the
1.17bond proceeds fund, the commissioner of management and budget shall sell and issue
1.18bonds of the state in an amount up to $600,000 in the manner, upon the terms, and with
1.19the effect prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the
1.20Minnesota Constitution, article XI, sections 4 to 7.
1.21EFFECTIVE DATE.This section is effective the day following final enactment.
