1.1A bill for an act
1.2relating to capital investment; appropriating money for flood hazard mitigation
1.3grants; authorizing the sale and issuance of state bonds.
1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.5    Section 1. FLOOD HAZARD MITIGATION.
1.6    Subdivision 1. Appropriation. (a) $28,000,000 is appropriated from the bond
1.7proceeds fund to the commissioner of natural resources for the state share of flood hazard
1.8mitigation grants for publicly owned capital improvements to prevent or alleviate flood
1.9damage under Minnesota Statutes, section 103F.161.
1.10(b) This appropriation may be used for the following county, municipal,
1.11and watershed district projects: Ada, Afton, Alvarado, Austin, Brandt Angus
1.12(Middle-Snake-Tamarac Rivers Watershed District), Breckenridge, Clay County, Climax,
1.13Crookston, Georgetown, Granite Falls, Moorhead, Neilsville, Newport, North Ottawa
1.14(Bois de Sioux Watershed District), Oakport Township, Oslo, Roseau, and Shelly.
1.15(c) Up to $6,000,000 of this appropriation is for the project in Roseau.
1.16(d) To the extent that the cost of a project exceeds two percent of the median
1.17household income in the municipality, township, or county, multiplied by the number of
1.18households in the municipality, township, or county, this appropriation is also for the
1.19local share of the project.
1.20    Subd. 2. Bond sale. To provide the money appropriated in this section from the
1.21bond proceeds fund, the commissioner of management and budget shall sell and issue
1.22bonds of the state in an amount up to $28,000,000 in the manner, upon the terms, and with
2.1the effect prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the
2.2Minnesota Constitution, article XI, sections 4 to 7.
2.3EFFECTIVE DATE.This section is effective the day following final enactment.
