1.1A bill for an act
1.2relating to public safety; adding synthetic marijuana to the definition of
1.3marijuana; prescribing criminal penalties; amending Minnesota Statutes 2010,
1.4section 152.01, subdivision 9.
1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.6    Section 1. Minnesota Statutes 2010, section 152.01, subdivision 9, is amended to read:
1.7    Subd. 9. Marijuana. (a) "Marijuana" means all parts of the plant of any species
1.8of the genus Cannabis, including all agronomical varieties, whether growing or not; the
1.9seeds thereof; the resin extracted from any part of such plant; and every compound,
1.10manufacture, salt, derivative, mixture, or preparation of such plant, its seeds or resin, but
1.11shall not include the mature stalks of such plant, fiber from such stalks, oil or cake made
1.12from the seeds of such plant, any other compound, manufacture, salt, derivative, mixture,
1.13or preparation of such mature stalks, except the resin extracted therefrom, fiber, oil, or
1.14cake, or the sterilized seed of such plant which is incapable of germination.
1.15(b) Marijuana also includes any natural or synthetic material, compound, mixture,
1.16or preparation that contains any quantity of a substance that is a cannabinoid receptor
1.17agonist, including, but not limited to, the following substances and their analogs, including
1.18homologues; isomers, whether optical, positional, or geometric; esters; ethers; salts; and
1.19salts of isomers, esters, and ethers, whenever the existence of the isomers, esters, ethers, or
1.20salts is possible within the specific chemical designation:
