1.1A bill for an act
1.2relating to higher education; requiring the Board of Trustees of the Minnesota
1.3State Colleges and Universities and the commissioner of human services to
1.4convene a summit related to mental health and workforce development issues;
1.5requiring a report to the legislature.
1.6BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.7    Section 1. WORKFORCE DEVELOPMENT PLAN; MENTAL HEALTH
1.8ISSUES SUMMIT.
1.9The Board of Trustees of the Minnesota State Colleges and Universities, in
1.10cooperation with the commissioner of human services, shall convene a summit of
1.11representatives of the Minnesota State Colleges and Universities, the University of
1.12Minnesota, private colleges, mental health professionals, special education representatives,
1.13children and adult mental health advocates and providers, and community mental health
1.14centers. The summit shall develop a comprehensive workforce development plan to:
1.15(1) increase the number of mental health professionals and practitioners;
1.16(2) ensure appropriate course work and training experience; and
1.17(3) increase the number of culturally diverse mental health professionals and
1.18practitioners.
1.19The plan required by this section shall be submitted to the chairs and ranking minority
1.20members of the legislative committees responsible for health and human services policy
1.21and higher education policy no later than January 15, 2015.
1.22EFFECTIVE DATE.This section is effective the day following final enactment.
