1.2relating to capital investment; appropriating money for a safe pedestrian crossing
1.3over Highway 212 in Norwood-Young America; authorizing the sale and
1.4issuance of state bonds.
1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
1.6 Section 1. NORWOOD-YOUNG AMERICA PEDESTRIAN BRIDGE.
1.7 Subdivision 1. Appropriation. $2,000,000 is appropriated from the bond proceeds
1.8fund to the commissioner of transportation for a Safe Routes to School grant under
1.9Minnesota Statutes, section 174.40, to the city of Norwood-Young America for acquisition
1.10of right-of-way and easements, and for design and construction of a pedestrian bridge and
1.11related public infrastructure, including a ramp, sidewalk, and connection to an existing
1.12city trail, to provide a safe crossing for school children and other pedestrians over marked
1.13Trunk Highway 212, at Morse Street, in the city of Norwood-Young America.
1.14Notwithstanding Minnesota Statutes, section 16A.86, subdivision 4, or any other
1.15law to the contrary, this appropriation does not require a nonstate match.
1.16 Subd. 2. Bond sale. To provide the money appropriated in this section from the
1.17bond proceeds fund, the commissioner of management and budget shall sell and issue
1.18bonds of the state in an amount up to $2,000,000 in the manner, upon the terms, and with
1.19the effect prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the
1.20Minnesota Constitution, article XI, sections 4 to 7.
1.21EFFECTIVE DATE.This section is effective the day following final enactment.
