1.1A bill for an act
1.2relating to capital improvements; appropriating money to replace barriers along
1.3Highway 52; authorizing sale of state transportation bonds.
1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.5    Section 1. HIGHWAY 52 NOISE BARRIERS; APPROPRIATION, BONDING.
1.6    Subdivision 1. Appropriation. $3,000,000 is appropriated from the transportation
1.7fund to the commissioner of transportation for replacing barriers with noise abatement
1.8walls on both sides of marked Trunk Highway 52 from its intersection with Concord
1.9Street in Ramsey County to its interchange with marked Interstate Highway 494 in
1.10Dakota County. The walls must be designed and constructed to mitigate, along with
1.11other sound-abatement measures, if any, noise levels near the highway to comply with
1.12noise standards adopted by the Minnesota Pollution Control Agency under Minnesota
1.13Statutes, section 116.07. The commissioner shall replace the barriers in conjunction with
1.14the redesign and construction work scheduled for Lafayette Bridge in Ramsey County.
1.15    Subd. 2. Bond sale. To provide the money appropriated in this section from the
1.16transportation fund, the commissioner of finance shall sell and issue bonds of the state in
1.17an amount up to $3,000,000 in the manner, upon the terms, and with the effect prescribed
1.18by Minnesota Statutes, sections 16A.631 to 16A.675, and by the Minnesota Constitution,
1.19article XI, sections 4 to 7.
1.20EFFECTIVE DATE.This section is effective the day following final enactment.
