1.2relating to property; prohibiting state agencies and political subdivisions from
1.3implementing certain Agenda 21 policies supported by the United Nations;
1.4proposing coding for new law in Minnesota Statutes, chapter 15.
1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
1.6 Section 1. [15.996] LIMITING IMPLEMENTATION OF UNITED NATIONS
1.7AGENDA 21.
1.8 Subdivision 1. Purpose. The purpose of this section is to prevent the state, state
1.9agencies, and all political subdivisions from implementing policies set by United Nations
1.10Agenda 21.
1.11 Subd. 2. Definition. As used in this section, "political subdivision" means a county,
1.12home rule charter or statutory city, town, school district, or public corporation.
1.13 Subd. 3. Limits on implementing Agenda 21. No state agency or political
1.14subdivision may adopt or implement policy recommendations that deliberately or
1.15inadvertently infringe or restrict private property rights without due process, as may be
1.16required by policy recommendations originating in or traceable to Agenda 21, adopted
1.17by the 1992 United Nations Conference on Environment and Development, or any other
1.18international law or ancillary plan of action that contravenes the Constitution of the United
1.19States or the Minnesota Constitution.
1.20 Subd. 4. Prohibition on using funds to further Agenda 21. No state agency
1.21or political subdivision may enter into any agreement, expend any sum of money, or
1.22receive funds, contract services, or give financial aid to or from any nongovernmental or
1.23intergovernmental organization as defined in Agenda 21 to be used to implement policies
1.24set by Agenda 21.
