1.3Sanctuary Cultural Center in St. Paul; authorizing the sale and issuance of
1.4state bonds.
1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
1.6 Section 1. BRUCE VENTO NATURE SANCTUARY CULTURAL CENTER,
1.7ST. PAUL.
1.8 Subdivision 1. Appropriation. $3,500,000 is appropriated from the bond proceeds
1.9fund to the Metropolitan Council for a grant to the city of St. Paul to predesign, design,
1.10renovate, furnish, and equip the vacant four-story warehouse building at the Bruce Vento
1.11Nature Sanctuary in St. Paul for use as a cultural center, or in the alternative to demolish
1.12the building, prepare the site, predesign, design, construct, furnish, and equip a new
1.13building for the cultural center. This appropriation is not available until the commissioner
1.14determines that at least $3,200,000 is committed to the project from nonstate sources. The
1.15city may enter into a lease or management agreement under Minnesota Statutes, section
1.1616A.695, to operate the programs in the center.
1.17 Subd. 2. Bond sale. To provide the money appropriated in this section from the
1.18bond proceeds fund, the commissioner of management and budget shall sell and issue
1.19bonds of the state in an amount up to $3,500,000 in the manner, upon the terms, and with
1.20the effect prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the
1.21Minnesota Constitution, article XI, sections 4 to 7.
1.22EFFECTIVE DATE.This section is effective the day following final enactment.
