1.1A bill for an act
1.2relating to transportation; prohibiting activities in connection with Southwest
1.3light rail transit.
1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.5    Section 1. PROHIBITION CONCERNING SOUTHWEST LIGHT RAIL
1.6TRANSIT ACTIVITY.
1.7No state executive agency; local or regional unit of government, including the
1.8Metropolitan Council; regional rail authority; or the Counties Transit Improvement Board
1.9shall take any action or spend any money for the Southwest light rail transit (green line
1.10extension) project. Prohibited actions related to any phase of the project include, but are
1.11not limited to: (1) applying for or accepting funds from any source, including the federal
1.12government; (2) issuing revenue bonds or other debt obligations; (3) engaging professional
1.13or technical services; (4) advertising bids or awarding contracts; (5) acquiring interests in
1.14real property; (6) engaging in project development or alignment selection; (7) initiating
1.15the municipal consent process; (8) planning station placement and design; (9) developing
1.16management plans; (10) conducting environmental studies; and (11) engaging in public
1.17outreach. A government entity that is liable, as of the effective date of this section, for the
1.18payment of money for a project-related activity must, before payment, submit a statement
1.19to the chairs and ranking minority members of the legislative committees and divisions
1.20with jurisdiction over transportation policy and budget. The statement must explain the
1.21proposed payment, identify the claimant, state the date the claim arose, and describe the
1.22purpose for which the liability was incurred.
1.23EFFECTIVE DATE.This section is effective the day following final enactment.
