1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
1.5 Section 1. SCHOOL YEAR-LONG STUDENT TEACHING PILOT PROGRAM.
1.6 Subdivision 1. Establishment; eligibility. (a) A school year-long student teaching
1.7pilot program for the 2014-2015 through 2017-2018 school years is established to provide
1.8teacher candidates with intensified and authentic classroom learning and experience so
1.9that newly licensed teachers, equipped with the best research and best practices available,
1.10can immediately begin work to increase student growth and achievement.
1.11(b) An approved teacher preparation program, interested in participating in a school
1.12year-long student teaching pilot program in partnership with one or more school districts
1.13or charter schools, is eligible to participate in this pilot program.
1.14 Subd. 2. Application and selection process. (a) An approved teacher preparation
1.15program in partnership with one or more school districts or charter schools may apply to
1.16the Board of Teaching, in the form and manner determined by the board, to participate in
1.17the pilot program under this section. The application must demonstrate the applicant's
1.18interest and ability to offer teacher candidates a school year-long student teaching program
1.19that combines clinical opportunities with academic course work and in-depth student
1.20teaching experiences. A student teacher under this pilot program must have: ongoing
1.21access to a team of teacher mentors to demonstrate to the student teacher various teaching
1.22methods, philosophies, and classroom environments; ongoing coaching and assessment;
1.23assistance in preparing an individual professional development plan that includes goals,
1.24activities, and assessment methodologies; and structured learning experiences provided
2.1by the teacher preparation institution or program in collaboration with local or regional
2.2education professionals or other community experts.
2.3(b) The board must make an effort to select qualified and diverse applicants from
2.4throughout the state.
2.5 Subd. 3. Annual report; evaluation. The board annually must transmit to the
2.6education policy and finance committees of the legislature no later than February 1 a
2.7data-based report showing the efforts and progress program participants made in preparing
2.8successful newly licensed teachers.
2.9EFFECTIVE DATE.This section is effective for the 2014-2015 through 2017-2018
2.10school years.

2.12Notwithstanding Minnesota Statutes, sections 122A.60 and 122A.61, or other law to
2.13the contrary, districts participating in a partnership with an approved teacher preparation
2.14program may use staff development revenue to offer teacher candidates a school year-long
2.15student teaching program under section 1.
