1.1A bill for an act
1.2relating to health; education; providing for parent and caregiver educational
1.3information regarding eating disorders;proposing coding for new law in
1.4Minnesota Statutes, chapter 121A.
1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.6    Section 1. [121A.219] EATING DISORDERS; INFORMATION.
1.7A school district must annually provide parent and caregiver educational information
1.8regarding eating disorders for students in grades 5 through 12. The information must be
1.9consistent with guidelines set forth by the Department of Education.

1.10    Sec. 2. POLICIES.
1.11The commissioner of education, in conjunction with the commissioner of health,
1.12shall develop and implement policies for providing parent and caregiver information
1.13regarding eating disorders. The commissioners of education and health shall develop
1.14policies with input from organizations and entities, including local school boards, school
1.15superintendents, the Emily Program Foundation, the Minnesota Association of School
1.16Nurses, the Minnesota chapter of the American Academy of Pediatrics, and the Minnesota
1.17Academy of Family Physicians. In doing so, the commissioners of education and
1.18health shall identify and develop appropriate additions or revisions to existing policies
1.19and guidelines related to development of parent and caregiver educational information,
1.20including guidance regarding the clear delineation of health information from other
1.21administrative documents. The commissioners of education and health shall develop
1.22appropriate guidelines for local school boards regarding:
1.23(1) the optional development of an eating disorders screening program;
2.1(2) specification for training needs and requirements for personnel and volunteers;
2.2(3) appropriate opt-out and exemption procedures;
2.3(4) parental and caregiver notification procedures for positive indications of an
2.4eating disorder; and
2.5(5) any issues requiring statutory or regulatory amendment.
