1.2relating to transportation; mass transit; modifying the Metropolitan Council's
1.3prohibited activities with respect to the Dan Patch commuter rail line; prohibiting
1.4certain regional rail authorities from spending money to study or plan the Dan
1.5Patch commuter rail line;amending Laws 2002, chapter 393, section 85.
1.6BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
1.7 Section 1. Laws 2002, chapter 393, section 85, is amended to read:
1.8 Sec. 85. DAN PATCH COMMUTER RAIL LINE; PROHIBITIONS.
1.9 Subdivision 1. Definition. For purposes of this section, "Dan Patch commuter rail
1.10line" means the commuter rail line between Northfield and Minneapolis identified in the
1.11metropolitan council's transit 2020 master plan as the Dan Patch line.
1.12 Subd. 2. Metropolitan council; prohibitions. The metropolitan council must not
1.13take any action or spend any money forstudy, planning, preliminary engineering, final
1.14design, or construction for the Dan Patch commuter rail line. The council must remove
1.15all references, other than references for historical purposes, to the Dan Patch commuter
1.16rail line from any future revisions to the council's transportation development guide and
1.17the council's regional transit master plan.
1.18 Subd. 3. Commissioner of transportation. The commissioner of transportation
1.19must not expend any money for study, planning, preliminary engineering, final design,
1.20or construction for the Dan Patch commuter rail line. The commissioner must remove
1.21all references, other than references for historical purposes, to the Dan Patch commuter
1.22rail line from any future revisions to the state transportation plan and the commissioner's
1.23commuter rail system plan.
2.1 Subd. 4. Regional rail authorities. (a) No regional rail authority in which a city of
2.2the first class, as defined in Minnesota Statutes, section 410.01, is located may expend any
2.3money for study or planning for the Dan Patch commuter rail line.
2.4 (b) No regional rail authority may expend any money forstudy, planning,
2.5 preliminary engineering, final design, or construction for the Dan Patch commuter rail line.
2.6EFFECTIVE DATE.This section is effective the day following final enactment.
