1.2relating to local government; authorizing Ramsey County Housing and
1.3Redevelopment Authority to exercise certain housing powers;proposing coding
1.4for new law in Minnesota Statutes, chapter 383A.
1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
1.6 Section 1. [383A.155] HOUSING IMPROVEMENT AREAS.
1.7 Subdivision 1. Powers of a housing improvement authority. The Ramsey County
1.8Housing and Redevelopment Authority shall have the powers of a city under sections
1.9428A.11 to 428A.21 to establish housing improvement areas in Ramsey County.
1.10 Subd. 2. Definitions. (a) For purposes of exercising the powers in sections 428A.11
1.11to 428A.21, references in those sections to the terms in paragraphs (b) to (e) have the
1.12meanings given them for purposes of this section.
1.13(b) "Mayor" means the chair of the Ramsey County Housing and Redevelopment
1.14Authority.
1.15(c) "Council" means the Ramsey County Housing and Redevelopment Authority.
1.16(d) "City clerk" means the person designated by the Ramsey County Housing and
1.17Redevelopment Authority to carry out the duties of the city clerk under sections 428A.11
1.18to 428A.21.
1.19(e) "Enabling ordinance" means a resolution adopted under subdivision 3 by the
1.20Ramsey County Housing and Redevelopment Authority.
1.21 Subd. 3. Establishment of housing improvement areas. The Ramsey County
1.22Housing and Redevelopment Authority may adopt a resolution establishing one or
1.23more housing improvement areas within the county under this section. The Ramsey
1.24County Housing and Redevelopment Authority shall send a copy of each petition for
2.1the establishment of a housing improvement area to the city in which the proposed
2.2housing improvement area is located. The public hearing required under section 428A.13,
2.3subdivision 2, must be held at least 30 days after the date the applicable petition was sent
2.4to the city. If the city council adopts a resolution opposing the establishment within 30
2.5days of the date the copy of the petition was sent to the city under this subdivision, the
2.6Ramsey County Housing and Redevelopment Authority may not establish the proposed
2.7housing improvement area.
2.8 Subd. 4. Applicability. Except as otherwise provided in this section, sections
2.9428A.11 to 428A.21 apply to the establishment of a housing improvement area by the
2.10Ramsey County Housing and Redevelopment Authority.
2.11EFFECTIVE DATE.This section is effective the day following final enactment.
