1.1A bill for an act
1.2relating to capital investment; appropriating money for a health and emergency
1.3occupations center in Cottage Grove; authorizing the sale and issuance of state
1.4bonds.
1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.6    Section 1. HEALTH AND EMERGENCY RESPONSE OCCUPATIONS
1.7CENTER; COTTAGE GROVE.
1.8    Subdivision 1. Appropriation. $1,460,000 is appropriated from the bond proceeds
1.9fund to the Board of Trustees of the Minnesota State Colleges and Universities for
1.10predesign and design of a health and emergency response occupations center at 12600
1.11Ravine Parkway in Cottage Grove, to be owned by the cities of Cottage Grove and
1.12Woodbury, and the Minnesota State Colleges and Universities. This appropriation is
1.13exempt from the match requirement of Minnesota Statutes, section 16A.86, subdivision 4,
1.14paragraph (a). This appropriation is available when the commissioner of management and
1.15budget determines that $5,000,000 has been committed from nonstate sources.
1.16    Subd. 2. Bond sale. To provide the money appropriated in this section from the
1.17bond proceeds fund, the commissioner of management and budget shall sell and issue
1.18bonds of the state in an amount up to $1,460,000 in the manner, upon the terms, and with
1.19the effect prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the
1.20Minnesota Constitution, article XI, sections 4 to 7.
1.21EFFECTIVE DATE.This section is effective the day following final enactment.
