1.1A bill for an act
1.2relating to energy; allowing landlords to register to be notified of impending
1.3utility disconnections of units in their buildings;proposing coding for new law
1.4in Minnesota Statutes, chapter 216B.
1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.6    Section 1. [216B.093] NOTIFICATION TO LANDLORD OF DISCONNECTION.
1.7    Subdivision 1. Definitions. (a) For the purposes of this section, the following terms
1.8have the meanings given them.
1.9(b) "Landlord" has the meaning given in section 504B.001, subdivision 7.
1.10(c) "Utility" means a public utility, cooperative electric association, or municipal
1.11utility.
1.12    Subd. 2. Landlord registration. (a) A landlord may register with a utility delivering
1.13natural gas or electric service to residential rental properties owned by the landlord to
1.14receive notification when a utility customer residing in a residential rental property owned
1.15by the landlord has failed to pay the customer's utility bill for three consecutive months,
1.16even if the landlord is not the customer of record.
1.17(b) When registering, the landlord shall provide the utility, at a minimum, the
1.18landlord's name, address, the address of the residential rental properties, and, if applicable,
1.19the company name, a contact person, and address of a property management company
1.20managing the properties.
1.21(c) The utility shall maintain a record of the information.
1.22    Subd. 3. Notification. A utility that receives a registration from a landlord under
1.23subdivision 2 shall provide written notice to the landlord or, if applicable, to the property
1.24management company, when a utility customer residing in a residential rental property
2.1owned by the landlord has failed to pay the customer's utility bill for three consecutive
2.2months.
2.3EFFECTIVE DATE.This section is effective the day following final enactment.
