1.3Statutes 2012, section 120B.12, subdivision 4a.
1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
1.5 Section 1. Minnesota Statutes 2012, section 120B.12, subdivision 4a, is amended to
1.6read:
1.7 Subd. 4a. Local literacy plan. Consistent with this section, a school district must
1.8adopt a local literacy plan to have every child reading at or above grade level no later than
1.9the end of grade 3. The plan must include the following:
1.10(1) a process to assess students' level of reading proficiency,;
1.11(2) a process to notify and involve parents, intervene with;
1.12(3) intervention methods for students who are not reading at or above grade level,
1.13and identify and meet;
1.14(4) identification of staff development needs, including a program to meet those
1.15needs;
1.16(5) a description of how schools in the district will provide explicit and systematic
1.17instruction in basic phonology and language decoding skills;
1.18(6) a description of how the schools in the district will determine the proper reading
1.19intervention strategy for a student and the process for intensifying or modifying the
1.20reading strategy in order to obtain measurable reading progress; and
1.21(7) data to support the effectiveness of an assessment used to screen and identify a
1.22student's level of reading proficiency.
1.23The district must post its literacy plan on the official school district Web site.
