1.1A bill for an act
1.2relating to capital improvements; appropriating money to preserve and renovate
1.3a facility that provides educational and cultural experiences to students, tourists,
1.4and Minnesota residents in the city of Minneapolis; authorizing the sale and
1.5issuance of state bonds.
1.6BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.7    Section 1. APPROPRIATION.
1.8$8,500,000 is appropriated from the bond proceeds fund to the Minneapolis Park
1.9and Recreation Board to predesign, design, engineer, construct, and complete preservation
1.10and renovation of a facility that provides educational and cultural experiences to students,
1.11tourists, and Minnesota residents in the city of Minneapolis that is open to the public in
1.12conjunction with a private nonprofit institution located on park board land on the site of
1.13the old parade grounds, subject to Minnesota Statutes, section 16A.695. The preservation
1.14and renovation will include infrastructure replacement or repair, increased physical
1.15accessibility to meet the Americans with Disabilities Act, and increasing energy efficiency
1.16of related facilities.

1.17    Sec. 2. BOND SALE.
1.18To provide the money appropriated in section 1 from the bond proceeds fund, the
1.19commissioner of management and budget shall sell and issue bonds of the state in an
1.20amount up to $8,500,000 in the manner, upon the terms, and with the effect prescribed by
1.21Minnesota Statutes, sections 16A.631 to 16A.675, and by the Minnesota Constitution,
1.22article XI, sections 4 to 7.

1.23    Sec. 3. EFFECTIVE DATE.
2.1Sections 1 and 2 are effective the day following final enactment.
