1.2relating to capital investment; appropriating money for an emergency shelter and
1.3housing facility and a connection center facility to be located within the city of
1.4St. Paul; authorizing the sale and issuance of state bonds.
1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
1.6 Section 1. FINDINGS AND PURPOSE.
1.7The legislature finds and declares that the goal of housing stability for all Minnesotans
1.8is consistent with the state's responsibility to protect the health, safety, and welfare of
1.9its citizens. Homelessness is the most egregious form of housing instability. Despite
1.10efforts to prevent and end homelessness, homelessness is at an all-time high in Minnesota.
1.11An opportunity now exists to create a better future, a renewed commitment, and a new
1.12approach to solving poverty and ending homelessness; recognizing the dignity of individual
1.13citizens and enhancing the quality of life for the entire community; and consistent with the
1.142013 state plan to prevent and end homelessness. Therefore, the legislature finds that the
1.15most effective means to implement this strategy is to enact the following provisions for
1.16funding homeless prevention and solution facilities within the city of St. Paul.
1.17 Sec. 2. APPROPRIATION; ST. PAUL HOMELESS PREVENTION AND
1.18SOLUTION FACILITIES.
1.19$22,000,000 is appropriated from the bond proceeds fund to the commissioner of
1.20human services for a grant to the city of St. Paul to design, construct, furnish, and equip:
1.21(1) a publicly owned building or portion of a building to provide emergency shelter to be
1.22located adjacent or proximate to a housing facility; and (2) a publicly owned building to
1.23serve as a connection center providing services that prevent or solve homelessness, to be
2.1located within the city of St. Paul. This appropriation includes funding to acquire property
2.2for these purposes and does not include funding for a housing facility.
2.3 Sec. 3. BOND SALE.
2.4To provide the money appropriated by section 2 from the bond proceeds fund, the
2.5commissioner of management and budget shall sell and issue bonds of the state in an
2.6amount up to $22,000,000 in the manner, upon the terms, and with the effect prescribed by
2.7Minnesota Statutes, sections 16A.631 to 16A.675, and by the Minnesota Constitution,
2.8article XI, sections 4 to 7.
2.9 Sec. 4. EFFECTIVE DATE.
2.10Sections 1 to 3 are effective the day following final enactment.
