1.1A bill for an act
1.2relating to human services; creating a plan to develop a chemical health
1.3community-based integrated model of care.
1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.5    Section 1. CHEMICAL HEALTH INTEGRATED MODEL OF CARE
1.6DEVELOPMENT.
1.7(a) The commissioner of human services, in partnership with the counties, tribes,
1.8and stakeholders, shall develop a community-based integrated model of care to improve
1.9the effectiveness and efficiency of the service continuum for chemically dependent
1.10individuals. The plan shall identify methods to reduce duplication of efforts, promote
1.11scientifically supported practices, and improve efficiency. This plan shall consider the
1.12potential for geographically or demographically disparate impact on individuals who need
1.13chemical dependency services.
1.14(b) The commissioner shall provide the chairs and ranking minority members of the
1.15legislative committees with jurisdiction over health and human services a report detailing
1.16necessary statutory and rule changes and a proposed pilot project to implement the plan no
1.17later than March 15, 2013.
