1.1A bill for an act
1.2relating to veterans; appropriating money to public safety for a grant for training
1.3community safety personnel about the use of de-escalation techniques for dealing
1.4with veterans returning from active military service in combat zones.
1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.6    Section 1. RETURNING VETERANS IN CRISIS.
1.7$50,000 is appropriated from the general fund in fiscal year 2015 to the
1.8commissioner of public safety for a grant to the Upper Midwest Community Policing
1.9Institute for use in training community safety personnel about the use of de-escalation
1.10strategies for handling returning veterans in crisis. This is a onetime appropriation and
1.11is in addition to the $50,000 appropriation for the same purpose in Laws 2013, chapter
1.1286, article 1, section 12, subdivision 6, paragraph (f). The commissioner shall consult
1.13with the Peace Officers Standards and Training (POST) Board regarding the design and
1.14content of the course, and must also ensure that the training opportunities are reasonably
1.15distributed throughout the state.
1.16EFFECTIVE DATE.This section is effective July 1, 2014.
