1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
1.6 Section 1. [3.8852] LEGISLATIVE COMMISSION ON UNITED NATIONS
1.7AGENDA 21.
1.8 Subdivision 1. Purpose. The Legislative Commission on United Nations Agenda
1.921 is established to study the implementation of United Nations Agenda 21 by the state,
1.10counties, regional commissions, towns, and cities.
1.11 Subd. 2. Membership. (a) The commission consists of eight members appointed
1.12as follows:
1.13(1) four members of the senate, three of whom are appointed by the Subcommittee
1.14on Committees of the Committee on Rules and Administration, and one who is appointed
1.15by the minority leader of the senate; and
1.16(2) four members of the house of representatives, three of whom are appointed by
1.17the speaker of the house and one who is appointed by the minority leader of the house
1.18of representatives.
1.19(b) Members shall serve until replaced or until they are no longer a member of the
1.20legislative body from which they are appointed. Appointing authorities shall fill vacancies
1.21on the commission within 30 days of a vacancy being created.
1.22 Subd. 3. Chair. The commission shall elect a chair from among its members.
1.23The chair alternates between a member of the senate and a member of the house of
1.24representatives in January of each odd-numbered year.
2.1 Subd. 4. Compensation. Members of the commission shall not receive
2.2compensation, per diem, or reimbursement of any expense when attending to the duties
2.3of the commission.
2.4 Subd. 5. Duties. The commission shall (1) study the impact of implementing United
2.5Nations Agenda 21 on the state, counties, regional commissions, towns, and cities, and (2)
2.6prepare a report to the senate and the house of representatives. The report shall include
2.7recommendations and draft legislation to prevent implementation of United Nations
2.8Agenda 21 by the state, counties, regional commissions, towns, and cities.
2.9 Subd. 6. Quorum. Five members of the commission shall constitute a quorum.
2.10 Subd. 7. Report. The commission shall report to the legislature any
2.11recommendations with proposed legislation by January 15 of each year.
2.12 Sec. 2. FIRST APPOINTMENTS AND FIRST MEETING.
2.13 Subdivision 1. First appointments. The first members of the commission must be
2.14appointed by July 1, 2012, for terms ending the first Monday in January 2013.
2.15 Subd. 2. First meetings. The first meeting of the commission shall be called by
2.16the most senior member of the senate. The commission shall elect its first chair from
2.17among its senate members at the first meeting.
2.18 Sec. 3. EFFECTIVE DATE.
2.19Sections 1 and 2 are effective the day following final enactment.
