1.1A bill for an act
1.2relating to capital investment; appropriating money for renovation of the
1.3Administration Building at the Fort Snelling Upper Post; authorizing the sale
1.4and issuance of state bonds.
1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.6    Section 1. FORT SNELLING UPPER POST.
1.7    Subdivision 1. Appropriation. $6,700,000 is appropriated from the bond proceeds
1.8fund to the commissioner of natural resources to design, construct, rehabilitate, furnish,
1.9and equip Building 67, the Administration Building, at the Fort Snelling Upper Post. Up
1.10to $500,000 of this amount may be used to design and construct bicycle and pedestrian
1.11paths between the Fort Snelling light rail transit station and historic Fort Snelling and the
1.12upper post area. This appropriation is not available until the commissioner of management
1.13and budget has determined that at least $13,400,000 has been committed to renovations
1.14and improvements to one of the upper post barracks buildings from nonstate sources and
1.15that sufficient funds are available to complete both the Administration Building and the
1.16barracks projects. The rehabilitation of both buildings must comply with the requirements
1.17of the Secretary of the Interior's Standards for Rehabilitation. The commissioner of natural
1.18resources may enter into a lease-management agreement in accordance with Minnesota
1.19Statutes, section 16A.695, for use of the Administration Building. The lessee's use must
1.20be compatible with the preservation of the building and the National Park Service's
1.21requirements governing use of historic properties. The lessee must agree to be solely
1.22responsible for the maintenance and operation of the property, including any future
1.23capital repairs. Any use shall permit limited public access for historical interpretation,
2.1as determined appropriate by the commissioner of natural resources, consistent with
2.2normal use by the lessee.
2.3    Subd. 2. Bond sale. To provide the money appropriated in this section from the
2.4bond proceeds fund, the commissioner of management and budget shall sell and issue
2.5bonds of the state in an amount up to $6,700,000 in the manner, upon the terms, and with
2.6the effect prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the
2.7Minnesota Constitution, article XI, sections 4 to 7.
2.8EFFECTIVE DATE.This section is effective the day following final enactment.
