1.1A bill for an act
1.2relating to education; clarifying CPR training and instruction requirements;
1.3amending Minnesota Statutes 2010, section 120B.236.
1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.5    Section 1. Minnesota Statutes 2010, section 120B.236, is amended to read:
1.6120B.236 CARDIOPULMONARY RESUSCITATION AND AUTOMATIC
1.7EXTERNAL DEFIBRILLATOR INSTRUCTION.
1.8(a) School districts are encouraged to include must provide onetime cardiopulmonary
1.9resuscitation and automatic external defibrillator instruction as part of their grade 7 to 12
1.10curriculum for all students beginning in the 2014-2015 school year and later. Schools
1.11offering Cardiopulmonary resuscitation or and automatic external defibrillator instruction
1.12must use include cardiopulmonary resuscitation or automatic external defibrillator training
1.13that has been developed:
1.14(1) by the American Heart Association or the American Red Cross and incorporate
1.15psychomotor skills to support the instruction; or
1.16(2) using nationally recognized, evidence-based guidelines for cardiopulmonary
1.17resuscitation and incorporates psychomotor skills to support the instruction.
1.18"Psychomotor skills" under this paragraph means hands-on practice and skills testing
1.19to support cognitive learning; it does not mean cognitive-only instruction and training.
1.20(b) School districts may use community members such as emergency medical
1.21technicians, paramedics, police officers, firefighters, and representatives of the Minnesota
1.22Resuscitation Consortium, the American Heart Association, or the American Red
1.23Cross, among others, to provide instruction and training under this section. Community
1.24members are encouraged to provide needed training and instructional resources such as
2.1cardiopulmonary resuscitation kits and other materials at no cost to the school districts.
2.2A school administrator may waive this curriculum requirement for a student who has a
2.3disability or who holds a cardiopulmonary resuscitation certificate.
2.4EFFECTIVE DATE.This section is effective the day following final enactment.
