1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
1.5 Section 1. INTERCITY PASSENGER RAIL PROJECTS; APPROPRIATION.
1.6$26,000,000 is appropriated from the general fund to the commissioner of
1.7transportation to implement capital improvements and betterments for intercity passenger
1.8rail projects as identified in the statewide freight and passenger rail plan under Minnesota
1.9Statutes, section 174.03, subdivision 1b, that are determined to be eligible for United
1.10States Department of Transportation funding. Notwithstanding any law to the contrary, a
1.11portion or phase of an intercity passenger rail project may be accomplished with one or
1.12more state appropriations and an intercity passenger rail project need not be completed
1.13with any one appropriation. Capital improvements and betterments include preliminary
1.14engineering, design, engineering, environmental analysis and mitigation, acquisition of
1.15land and right-of-way, and construction.
