1.1A bill for an act
1.2relating to higher education; graduate family medicine education programs;
1.3appropriating money;amending Laws 2011, First Special Session chapter 5,
1.4article 1, section 5, subdivision 5.
1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.6    Section 1. Laws 2011, First Special Session chapter 5, article 1, section 5, subdivision
1.75, is amended to read:

Subd. 5.Special Appropriations

(a) Agriculture and Extension Service

1.10For the Agricultural Experiment Station and
1.11the Minnesota Extension Service:
1.12(1) the agricultural experiment stations
1.13and Minnesota Extension Service must
1.14convene agricultural advisory groups to
1.15focus research, education, and extension
1.16activities on producer needs and implement
1.17an outreach strategy that more effectively
1.18and rapidly transfers research results and best
1.19practices to producers throughout the state;
1.20(2) this appropriation includes funding for
1.21research and outreach on the production of
1.22renewable energy from Minnesota biomass
1.23resources, including agronomic crops, plant
2.1and animal wastes, and native plants or trees.
2.2The following areas should be prioritized and
2.3carried out in consultation with Minnesota
2.4producers, renewable energy, and bioenergy
2.5organizations:
2.6(i) biofuel and other energy production from
2.7perennial crops, small grains, row crops,
2.8and forestry products in conjunction with
2.9the Natural Resources Research Institute
2.10(NRRI);
2.11(ii) alternative bioenergy crops and cropping
2.12systems; and
2.13(iii) biofuel coproducts used for livestock
2.14feed;
2.15(3) this appropriation includes funding
2.16for the College of Food, Agricultural, and
2.17Natural Resources Sciences to establish and
2.18provide leadership for organic agronomic,
2.19horticultural, livestock, and food systems
2.20research, education, and outreach and for
2.21the purchase of state-of-the-art laboratory,
2.22planting, tilling, harvesting, and processing
2.23equipment necessary for this project;
2.24(4) this appropriation includes funding
2.25for research efforts that demonstrate a
2.26renewed emphasis on the needs of the state's
2.27agriculture community. The following
2.28areas should be prioritized and carried
2.29out in consultation with Minnesota farm
2.30organizations:
2.31(i) vegetable crop research with priority for
2.32extending the Minnesota vegetable growing
2.33season;
3.1(ii) fertilizer and soil fertility research and
3.2development;
3.3(iii) soil, groundwater, and surface water
3.4conservation practices and contaminant
3.5reduction research;
3.6(iv) discovering and developing plant
3.7varieties that use nutrients more efficiently;
3.8(v) breeding and development of turf seed
3.9and other biomass resources in all three
3.10Minnesota biomes;
3.11(vi) development of new disease-resistant
3.12and pest-resistant varieties of turf and
3.13agronomic crops;
3.14(vii) utilizing plant and livestock cells to treat
3.15and cure human diseases;
3.16(viii) the development of dairy coproducts;
3.17(ix) a rapid agricultural response fund for
3.18current or emerging animal, plant, and insect
3.19problems affecting production or food safety;
3.20(x) crop pest and animal disease research;
3.21(xi) developing animal agriculture that is
3.22capable of sustainably feeding the world;
3.23(xii) consumer food safety education and
3.24outreach;
3.25(xiii) programs to meet the research and
3.26outreach needs of organic livestock and crop
3.27farmers; and
3.28(xiv) alternative bioenergy crops and
3.29cropping systems; and growing, harvesting,
3.30and transporting biomass plant material; and
3.31(5) by February 1, 2013, the Board of
3.32Regents must submit a report to the
3.33legislative committees with responsibility
4.1for agriculture and higher education finance
4.2on the status and outcomes of research and
4.3initiatives funded in this section.

(b) Health Sciences

4.6(i) $346,000 each year is to support up to 12
4.7resident physicians in the St. Cloud Hospital
4.8family practice residency program. The
4.9program must prepare doctors to practice
4.10primary care medicine in the rural areas of
4.11the state. The legislature intends this program
4.12to improve health care in rural communities,
4.13provide affordable access to appropriate
4.14medical care, and manage the treatment of
4.15patients in a more cost-effective manner.
4.16(ii) $645,000 each year is for graduate
4.17family medicine education programs at the
4.18Hennepin County Medical Center. This
4.19confirms legislative intent that such funding
4.20for graduate family education programs
4.21at Hennepin County Medical Center shall
4.22continue each year and in future biennia,
4.23whether from Health Sciences funding or
4.24general operations and maintenance funding,
4.25unless the legislature explicitly directs
4.26otherwise.
4.27(iii) The remainder of this appropriation is
4.28for the rural physicians associates program,
4.29the Veterinary Diagnostic Laboratory, health
4.30sciences research, dental care, and the
4.31Biomedical Engineering Center.

5.8For the direct and indirect expenses of the
5.9collaborative research partnership between
5.10the University of Minnesota and the Mayo
5.11Foundation for research in biotechnology
5.12and medical genomics. This appropriation is
5.13available until expended. An annual report
5.14on the expenditure of these funds must be
5.15submitted to the governor and the chairs
5.16of the senate and house of representatives
5.17committees responsible for higher education
5.18and economic development by June 30 of
5.19each fiscal year.
