1.2relating to traffic regulations; amending bicycle equipment requirements;
1.3amending Minnesota Statutes 2010, section 169.72, subdivision 1.
1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
1.5 Section 1. Minnesota Statutes 2010, section 169.72, subdivision 1, is amended to read:
1.6 Subdivision 1. Solid rubber, metal, and studded tires; exceptions; permits. (a)
1.7Every solid rubber tire on a vehicleshall must have rubber on its entire traction surface at
1.8least one inch thick above the edge of the flange of the entire periphery.
1.9(b) No person shall operate or move on any highway any motor vehicle, trailer, or
1.10semitrailer, having any metal tire in contact with the roadway, except in case of emergency.
1.11(c) Except as provided in this section, no tire on a motor vehicle moved on a
1.12highway shall have on its periphery any block, stud, flange, cleat, or spike or any other
1.13protuberances of any material other than rubber which projects beyond the tread of the
1.14traction surface of the tire.
1.15(d) Itshall be is permissible to use any of the following on highways:
1.16(1) implements of husbandry with tires having protuberances which will not injure
1.17the highway,; and
1.18(2)tire chains of reasonable proportions upon any vehicle when required for safety
1.19because of snow, ice, or other conditions tending to cause a vehicle to skid or lose traction:
1.20(i) tire chains of reasonable proportions upon any vehicle; and
1.21(ii) studs, spikes, or other protuberances on a bicycle.
1.22(d) (e) The commissioner and local authorities in their respective jurisdictions may,
1.23in their discretion, issue special permits authorizing the operation upon a highway of
1.24traction engines or tractors having movable tracks with transverse corrugations upon the
2.1periphery of such movable tracks or farm tractors or other farm machinery, the operation
2.2of which upon a highway would otherwise be prohibited under this chapter.
