1.1A bill for an act
1.2relating to capital improvements; authorizing Hennepin County to construct a
1.3center for providing mental health services to children; appropriating money to
1.4construct a new Washburn Center for Children; authorizing the sale and issuance
1.5of state bonds.
1.6BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.7    Section 1. WASHBURN CENTER FOR CHILDREN.
1.8    Subdivision 1. Appropriation. $5,000,000 is appropriated from the bond proceeds
1.9fund to the commissioner of administration for a grant to Hennepin County to acquire and
1.10prepare a site for and to predesign, design, construct, furnish, and equip a new Washburn
1.11Center for Children that will be used to provide mental health services to children.
1.12The county is authorized to take actions and enter into agreements needed to perform
1.13the functions set forth in this section, and the agreements may include provisions and
1.14conditions that the county negotiates. The county may enter into a lease or management
1.15contract for the new center with a nonprofit entity. The lease or management contract must
1.16comply with the requirements of Minnesota Statutes, section 16A.695. This appropriation
1.17is not available until the commissioner has determined that at least an equal amount has
1.18been committed or expended from nonstate resources.
1.19    Subd. 2. Bond sale. To provide the money appropriated in this section from the
1.20bond proceeds fund, the commissioner of management and budget shall sell and issue
1.21bonds of the state in an amount up to $5,000,000 in the manner, upon the terms, and with
1.22the effect prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the
1.23Minnesota Constitution, article XI, sections 4 to 7.
2.1EFFECTIVE DATE.This section is effective the day following final enactment.
