1.1A bill for an act
1.2relating to motor vehicles; establishing Minnesota Professional Golfers'
1.3Association Foundation special license plates; appropriating money; proposing
1.4coding for new law in Minnesota Statutes, chapter 168.
1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.6    Section 1. [168.1299] MINNESOTA PROFESSIONAL GOLFERS'
1.7ASSOCIATION FOUNDATION PLATES.
1.8    Subdivision 1. Issuance and design. Notwithstanding section 168.1293, the
1.9commissioner shall issue special Minnesota Section Professional Golfers' Association
1.10(PGA) Foundation plates or a single motorcycle plate to an applicant who:
1.11(1) is a registered owner of a passenger automobile, one-ton pickup truck,
1.12motorcycle, or recreational vehicle;
1.13(2) pays a fee of $10 for each set of plates;
1.14(3) contributes a minimum of $30 annually to the Minnesota Section PGA
1.15Foundation account; and
1.16(4) complies with this chapter and rules governing registration of motor vehicles
1.17and licensing of drivers.
1.18    Subd. 2. Design. After consultation with the Minnesota Section PGA, the
1.19commissioner shall design the special plate. The final design of the special plate is
1.20subject to the approval of the commissioner, and shall include the Minnesota Section
1.21PGA's official logo.
1.22    Subd. 3. Plates transfer. On payment of a transfer fee of $5, plates issued under
1.23this section may be transferred to another passenger automobile, one-ton pickup truck,
2.1motorcycle, or other recreational vehicle registered to the individual to whom the special
2.2plates were issued.
2.3    Subd. 4. Fees. Fees collected under subdivision 1, clause (2), and subdivision 3 are
2.4credited to the vehicle services operating account in the special revenue fund.
2.5    Subd. 5. Contributions. Contributions collected under subdivision 1, clause (3),
2.6are credited first to the commissioner of public safety for the cost of administering the
2.7Minnesota Section PGA Foundation account, which is established in the special revenue
2.8fund. After the commissioner's administration costs are paid each year, remaining
2.9contributions are credited to the Minnesota Section PGA Foundation account. Money in
2.10the account is appropriated to the commissioner of public safety for distribution to the
2.11Minnesota Section PGA Foundation, to be used to promote the game of golf through
2.12programs and to provide financial assistance to help further the education of worthy
2.13members of the Minnesota Section PGA Junior Golf Program and PGA member facilities.
2.14EFFECTIVE DATE.This section is effective January 1, 2014, for special
2.15Minnesota Section PGA Foundation plates issued on or after that date.
