1.6BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
1.7 Section 1. Minnesota Statutes 2012, section 168.1293, is amended by adding a
1.8subdivision to read:
1.9 Subd. 8. Record keeping. The commissioner shall maintain a record of the number
1.10of each type of special plate issued under this chapter.
1.11 Sec. 2. Minnesota Statutes 2012, section 168.1293, is amended by adding a subdivision
1.12to read:
1.13 Subd. 9. Legislative report. (a) By November 15 annually, the commissioner
1.14shall submit a report on special plates to the chairs and ranking minority members of the
1.15legislative committees with jurisdiction over transportation policy and finance.
1.16(b) The report must, at a minimum, specify:
1.17(1) for each type of special plate issued under this chapter, the number issued:
1.18(i) in the previous fiscal year; and
1.19(ii) since inception of the plate; and
1.20(2) for each type of special plate that requires an additional contribution in the
1.21section of this chapter that specifically authorizes that special plate:
1.22(i) the amount of contribution funds received (A) in the previous fiscal year, and (B)
1.23since inception of the plate; and
1.24(ii) a brief description of the primary expenditures and uses of contribution funds.
2.1(c) Any department or agency receiving contribution funds in association with
2.2special plates shall assist the commissioner, as requested, in preparing the report under
2.3this subdivision.
2.4EFFECTIVE DATE.This section is effective January 1, 2014.
2.5 Sec. 3. [168.1299] SPECIAL ANATOMICAL GIFT PLATES.
2.6 Subdivision 1. Issuance. (a) The commissioner shall issue special Anatomical Gift
2.7plates, or a single motorcycle plate, to an applicant who:
2.8(1) is a registered owner of a passenger automobile, one-ton pickup truck,
2.9motorcycle, or recreational motor vehicle;
2.10(2) pays a fee of $10 for each set of plates, along with any other fees required by
2.11this chapter;
2.12(3) pays the registration tax as required under section 168.013;
2.13(4) complies with this chapter and rules governing registration of motor vehicles; and
2.14(5) makes a onetime contribution of at least $30.
2.15(b) The plate application under this section must indicate that the contribution
2.16specified under paragraph (a), clause (5), is a minimum contribution to receive the plates
2.17and that the applicant may make an additional contribution to the account.
2.18 Subd. 2. Design. After consultation with interested groups, the commissioner shall
2.19design the special plate to contain the official "Donate Life" logo and the inscription
2.20"Become an organ donor and save a life."
2.21 Subd. 3. No refund. Contributions under this section must not be refunded.
2.22 Subd. 4. Plates transfer. On application to the commissioner and payment of a
2.23transfer fee of $5, the registered owner of a vehicle bearing the special plates may transfer
2.24the plates to another motor vehicle if the subsequent vehicle is:
2.25(1) qualified under subdivision 1, paragraph (a), clause (1), to bear the special
2.26plates; and
2.27(2) registered to the same individual to whom the special plates were originally issued.
2.28 Subd. 5. Exemption. Special plates issued under this section are not subject to
2.29section 168.1293, subdivision 2.
2.30 Subd. 6. Contribution funds; allocation. Funds from the contribution required
2.31under subdivision 1, paragraph (a), clause (5), must be deposited in the anatomical gift
2.32account under section 171.075, provided that of the first dollars deposited in the account
2.33under this subdivision, an amount equal to the total start-up costs associated with the
2.34development and issuance of the special plates is appropriated to the commissioner of
2.35public safety.
3.1EFFECTIVE DATE.This section is effective January 1, 2014, for special
3.2Anatomical Gift plates issued on or after that date.

3.4 Subdivision 1. Anatomical gift account. An anatomical gift account is established
3.5in the special revenue fund. The account consist of funds donated under sections168.013 ,
3.6subdivision 22,168.1299, and
171.06, subdivision 2 , and any other money donated,
3.7allotted, transferred, or otherwise provided to the account. Money in the account is
3.8annually appropriated to the commissioner for (1) grants under subdivision 2, and (2)
3.9administrative expenses in implementing the donation and grant program.
