1.2relating to the Metropolitan Airports Commission; requiring the Metropolitan
1.3Airports Commission to complete an environmental impact statement for the
1.4Minneapolis-Saint Paul International Airport 2020 Improvements;amending
1.5Minnesota Statutes 2012, section 473.614, by adding a subdivision.
1.6BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
1.7 Section 1. Minnesota Statutes 2012, section 473.614, is amended by adding a
1.8subdivision to read:
1.9 Subd. 2b. Environmental impact statement; 2020. Notwithstanding the provisions
1.10of subdivision 2 and the Federal Aviation Administration Finding of No Significant
1.11Impact-Record of Decision, for which the public review and comment period closed
1.12February 8, 2013, the commission shall prepare an environmental impact statement, as
1.13provided in section 116D.04, analyzing the environmental effects of projects included in
1.14the Minneapolis-Saint Paul International Airport 2020 Improvements, which are included
1.15in the commission's long-term comprehensive plan. The environmental impact statement
1.16must include an analysis of the performance-based navigation procedures approved by
1.17the Federal Aviation Administration, including area navigation procedures known as
1.18RNAV. The environmental impact statement must be completed and approved before
1.19improvements identified in the plan may be implemented.
1.20EFFECTIVE DATE.This section is effective the day following final enactment.
