1.1A bill for an act
1.2relating to transportation; capital investment; appropriating money for
1.3construction along marked U.S. Highway 14; authorizing the sale and issuance
1.4of state bonds.
1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.6    Section 1. TRUNK HIGHWAY BONDS; APPROPRIATION AND BOND SALE
1.7AUTHORIZATION.
1.8    Subdivision 1. Appropriation. (a) $29,000,000 is appropriated from the bond
1.9proceeds account in the trunk highway fund to the commissioner of transportation for the
1.10following projects:
1.11(1) $15,000,000 for construction of a marked U.S. Highway 14 bypass around
1.12Nicollet, as a four-lane divided highway; and
1.13(2) $14,000,000 for construction of an interchange at marked U.S. Highway 14,
1.14marked Trunk Highway 111, and Nicollet County State-Aid Highway 23.
1.15(b) The commissioner shall include, in a project funded with an appropriation under
1.16paragraph (a), access improvements to marked Trunk Highway 99.
1.17    Subd. 2. Bond sale. To provide the money appropriated in subdivision 1 from the
1.18bond proceeds account in the trunk highway fund, the commissioner of management
1.19and budget shall sell and issue bonds of the state in an amount up to $29,000,000 in the
1.20manner, upon the terms, and with the effect prescribed by Minnesota Statutes, sections
1.21167.50 to 167.52, and by the Minnesota Constitution, article XIV, section 11, at the times
1.22and in the amounts requested by the commissioner of transportation. The proceeds of the
1.23bonds, except accrued interest and any premium received from the sale of the bonds, must
1.24be deposited in the bond proceeds account in the trunk highway fund.
2.1EFFECTIVE DATE.This section is effective the day following final enactment.
