1.1A bill for an act
1.2relating to cultural heritage; appropriating money for Indian language
1.3preservation.
1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.5    Section 1. APPROPRIATIONS; INDIAN LANGUAGE PRESERVATION.
1.6(a) $75,000 in fiscal year 2012 and $75,000 in fiscal year 2013 are appropriated
1.7from the arts and cultural heritage fund to the Indian Affairs Council for the working
1.8group on Dakota and Ojibwe Language Revitalization and Preservation created under
1.9Laws 2009, chapter 172, article 4, section 9. Any balance in fiscal year 2012 is available
1.10in fiscal year 2013.
1.11(b) $550,000 in fiscal year 2012 and $550,000 in fiscal year 2013 are appropriated
1.12from the arts and cultural heritage fund to the Indian Affairs Council to issue grants for
1.13programs to preserve Dakota and Ojibwe Indian languages and to foster educational
1.14programs in Dakota and Ojibwe languages.

1.15    Sec. 2. APPROPRIATIONS; DAKOTA AND OJIBWE LANGUAGE
1.16IMMERSION PROGRAMS.
1.17(a) $250,000 in fiscal year 2012 and $250,000 in fiscal year 2013 are appropriated
1.18from the arts and cultural heritage fund to the Indian Affairs Council for a grant to the
1.19Niigaane Ojibwe Immersion School and the Wicoie Nandagikendan Urban Immersion
1.20Project.
1.21(b) Of these amounts, $125,000 each year is available for Niigaane Ojibwe
1.22Immersion School and $125,000 each year is available for Wicoie Nandagikendan Urban
1.23Immersion Project to:
2.1(1) develop and expand K-12 curriculum;
2.2(2) provide fluent speakers in the classroom;
2.3(3) develop appropriate testing and evaluation procedures; and
2.4(4) develop community-based training and engagement.

2.5    Sec. 3. ADMINISTRATION.
2.6Of the amounts in sections 1 and 2, the Indian Affairs Council may deduct five
2.7percent for administration.
