1.1A bill for an act
1.2relating to transportation; modifying formula for municipal state aid to cities;
1.3amending Minnesota Statutes 2010, section 162.13, subdivision 1.
1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.5    Section 1. Minnesota Statutes 2010, section 162.13, subdivision 1, is amended to read:
1.6    Subdivision 1. Factors in formula. (a) After deducting for administrative costs and
1.7for the disaster fund and research account as heretofore provided, and for any allocation
1.8made under section 162.125, the remainder of the total sum provided for in subdivision 1
1.9of section 162.12 shall be identified as the apportionment sum, and shall be apportioned
1.10by the commissioner to the cities having a population of 5,000 or more, in accordance
1.11with the following formula:
1.12(1) An amount equal to 50 percent of such apportionment sum shall be apportioned
1.13among the cities having a population of 5,000 or more so that each such city shall receive
1.14of such amount the percentage that its money needs bears to the total money needs of
1.15all such cities.
1.16(2) An amount equal to 50 percent of such apportionment sum shall be apportioned
1.17among the cities having a population of 5,000 or more so that each such city shall receive
1.18of such amount the percentage that its population bears to the total population of all such
1.19cities.
1.20(b) A city that has at any time been classified as having a population of 5,000 or more
1.21for the purposes of this chapter, and that has a population less than 5,000 according to the
1.222010 federal census, is deemed to have a population of 5,000 for purposes of this chapter.
1.23EFFECTIVE DATE.This section is effective July 1, 2011.
