1.2relating to appropriations; appropriating money to the Minnesota Historical
1.3Society.
1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
1.5 Section 1. APPROPRIATION; MINNESOTA HISTORICAL SOCIETY.
1.6 $19,875,000 in fiscal year 2012 and $16,675,000 in fiscal year 2013 are appropriated
1.7from the arts and cultural heritage fund to the Minnesota Historical Society to preserve
1.8and enhance access to Minnesota's history and its cultural and historical resources. Grant
1.9agreements entered into by the Minnesota Historical Society and other recipients of
1.10appropriations in this section shall ensure that these funds are used to supplement and not
1.11substitute for traditional sources of funding. Funds directly appropriated to the Minnesota
1.12Historical Society shall be used to supplement, and not substitute for, traditional sources
1.13of funding. Funds appropriated in the first year may be carried over to the second year.
1.14Funds appropriated in the first year are available until June 30, 2013. Funds appropriated
1.15in the second year are available until June 30, 2014. If a project receives federal funds,
1.16the time period of the appropriation is extended to equal the availability of the federal
1.17funds. For historic preservation projects that improve historic structures, the amounts are
1.18available until June 30, 2015. Money appropriated in this section may not be spent on
1.19activities unless they are directly related to and necessary for a specific appropriation. The
1.20Minnesota Historical Society, with the assistance of recipients funded under this section,
1.21shall report on all expenditures made from these funds to the legislature and governor by
1.22January 15 of each year. Of the amount appropriated under this section:
1.23(1) $9,000,000 in fiscal year 2012 and $9,000,000 in fiscal year 2013 are for history
1.24programs and projects operated or conducted by or through local, county, regional, or
2.1other historical or cultural organizations; or for activities to preserve significant historic
2.2and cultural resources. Funds are to be distributed through a competitive grants process.
2.3The Minnesota Historical Society shall administer these funds using established grants
2.4mechanisms, with assistance from the advisory committee created under Laws 2009,
2.5chapter 172, article 4, section 2, subdivision 4, paragraph (b), clause (ii).
2.6 (2) $7,000,000 in fiscal year 2012 and $7,000,000 in fiscal year 2013 are for
2.7programs and purposes related to the historical and cultural heritage of the state of
2.8Minnesota, conducted by the Minnesota Historical Society;
2.9 (3) $3,000,000 in fiscal year 2012 and $3,000,000 in fiscal year 2013 are for
2.10partnerships involving multiple organizations, which may include the Minnesota
2.11Historical Society, to preserve and enhance access to Minnesota's history and cultural
2.12heritage in all regions of the state;
2.13 (4) $400,000 in fiscal year 2012 and $200,000 in fiscal year 2013 are for a contract
2.14or contracts to be let on a competitive basis to conduct statewide surveys of Minnesota's
2.15sites of historical, archaeological, and cultural significance. Results of this survey must be
2.16published in a searchable form, available to the public on a cost-free basis. The Minnesota
2.17Historical Society, the Office of the State Archaeologist, and the Indian Affairs Council
2.18shall each appoint a representative to an oversight board to select contractors and direct
2.19the conduct of these surveys. The oversight board shall consult with the Departments of
2.20Transportation and Natural Resources; and
2.21 (5) $475,000 in fiscal year 2012 and $475,000 in fiscal year 2013 are for a digital
2.22library project to preserve, digitize, and share Minnesota images, documents, and
2.23historical materials. The Minnesota Historical Society shall cooperate with the Minitex
2.24interlibrary loan system and shall jointly share this appropriation for these purposes.
