1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
1.5 Section 1. POVERTY IMPACT STATEMENT.
1.6At the request of any house of representatives or senate committee chair or ranking
1.7minority member, the commissioner of the state department having jurisdiction over
1.8the subject matter of the bill shall prepare a poverty impact statement on the bill, if
1.9it appears as though its enactment could have a significant impact on the economic
1.10well-being of low-income Minnesotans. A significant impact is one that reduces or
1.11increases the number of Minnesotans in poverty by at least one-tenth of one percent of the
1.12population of Minnesota, as measured by the National Academy of Sciences modernized
1.13poverty measure. The commissioner preparing a poverty impact statement shall include
1.14an estimate on the change in the number of Minnesotans in poverty using the National
1.15Academy of Sciences measure, information about the source of its data, a brief description
1.16of the analysis of that data, and any references to research that supports the method of
1.17analysis. The analysis must also include impact by race, ethnicity, age, and gender when
1.18data is available.
