1.1A bill for an act
1.2relating to capital investment; appropriating money for intercity passenger rail
1.3projects; authorizing the sale and issuance of state bonds.
1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.5    Section 1. INTERCITY PASSENGER RAIL PROJECTS.
1.6    Subdivision 1. Appropriation. $26,000,000 is appropriated from the bond proceeds
1.7fund to the commissioner of transportation to implement capital improvements and
1.8betterments for intercity passenger rail projects as identified in the statewide freight and
1.9passenger rail plan under Minnesota Statutes, section 174.03, subdivision 1b, which
1.10are determined to be eligible for United States Department of Transportation funding.
1.11Notwithstanding any law to the contrary, a portion or phase of an intercity passenger
1.12rail project may be accomplished with one or more state appropriations and an intercity
1.13passenger rail project need not be completed with any one appropriation. Capital
1.14improvements and betterments include preliminary engineering, design, engineering,
1.15environmental analysis and mitigation, acquisition of land and right-of-way, and
1.16construction.
1.17    Subd. 2. Bond sale. To provide the money appropriated in this section from the
1.18bond proceeds fund, the commissioner of management and budget shall sell and issue
1.19bonds of the state in an amount up to $26,000,000 in the manner, upon the terms, and with
1.20the effect prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the
1.21Minnesota Constitution, article XI, sections 4 to 7.
1.22EFFECTIVE DATE.This section is effective the day following final enactment.
