1.2relating to capital improvements; appropriating money to preserve and renovate
1.3a facility that provides educational and cultural experiences to students, tourists,
1.4and Minnesota residents in the city of Minneapolis; authorizing the sale and
1.5issuance of state bonds.
1.6BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
1.7 Section 1. APPROPRIATION.
1.8 Subdivision 1. Appropriation. $7,000,000 is appropriated from the bond proceeds
1.9fund to the Minneapolis Park and Recreation Board to predesign, design, engineer,
1.10construct, and complete preservation and renovation of a facility that provides educational
1.11and cultural experiences to students, tourists, and Minnesota residents in the city of
1.12Minneapolis that is open to the public in conjunction with a private nonprofit institution
1.13located on Minneapolis Park Board land on the site of the old Parade Grounds, subject
1.14to Minnesota Statutes, section 16A.695. This appropriation will be matched with up to
1.15$1,500,000 in nonstate funds. The preservation and renovation will include infrastructure
1.16replacement or repair, increased physical accessibility to meet the Americans with
1.17Disabilities Act, and increasing energy efficiency of related facilities.
1.18 Subd. 2. Bond sale. To provide the money appropriated in this section from the
1.19bond proceeds fund, the commissioner of management and budget shall sell and issue
1.20bonds of the state in an amount up to $7,000,000 in the manner, upon the terms, and with
1.21the effect prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the
1.22Minnesota Constitution, article XI, sections 4 to 7.
1.23EFFECTIVE DATE.This section is effective the day following final enactment.
