1.1A Senate concurrent resolution
1.2adopting deadlines for the 2024 regular session.
1.3BE IT RESOLVED, by the Senate of the State of Minnesota, the House of Representatives
1.4concurring:
1.5(a) In accordance with Joint Rule 2.03, the deadlines in this resolution apply to the 2024
1.6regular session.
1.7(b) The deadlines in this paragraph do not apply to the Senate and House Tax or Capital
1.8Investment Committees, the Senate Finance Committee, or the House Ways and Means Committee.
1.9(1) The first and second deadlines, Friday, March 22, 2024, at 5:00 p.m., are for committees
1.10to act favorably on all bills other than major appropriation and finance bills.
1.11(2) Any bills acted on by a Senate committee or acted on by a House committee other than
1.12those exempted in Joint Rule 2.03 after the first deadline must be referred to the Senate Committee
1.13on Rules and Administration or the House Committee on Rules and Legislative Administration for
1.14disposition.
1.15(3) Either the Senate Committee on Rules and Administration or the House Committee on
1.16Rules and Legislative Administration, when reporting a bill referred to the committee in accordance
1.17with Joint Rule 2.03 and this resolution, may waive the application of the Rule and resolution to
1.18subsequent actions on that bill by other committees.
1.19(4) The third deadline, Friday, April 19, 2024, at 11:59 p.m., is for finance committees to act
1.20favorably on all major appropriation and finance bills.
1.21Major appropriation and finance bills are those bills as defined under Joint Rule 2.03, Senate
1.22Rule 7.3, and House Rule 4.03(e).
