1.1A Senate concurrent resolution
1.2designating a Minnesota statute as "Amara's Law."
1.3BE IT RESOLVED by the Senate of the State of Minnesota, the House of Representatives
1.4concurring:
1.5WHEREAS, per- and polyfluorinated substances, also known as PFAS, are a toxic group of
1.6human-made chemicals that do not breakdown in the environment over time and are an emerging
1.7public health crisis in Minnesota; and
1.8WHEREAS, corporations in Minnesota that have historically manufactured PFAS dumped
1.9and disposed of the chemicals unsafely; and
1.10WHEREAS, PFAS continue to be discovered in dangerous levels in water wells, wastewater
1.11treatment plants, landfills, compost sites, industrial manufacturing sites, lakes, rivers, and fish; and
1.12WHEREAS, according to the Centers for Disease Control and Prevention, studies have found
1.13that high levels of PFAS may lead to increased cholesterol, decreased vaccine response, changes
1.14in liver enzymes, increased high blood pressure or pre-eclampsia in pregnant women, decreased
1.15infant birth weight, and increased risk of kidney or testicular cancer; and
1.16WHEREAS, the Legislature of Minnesota has passed landmark statutes regulating PFAS
1.17and banning PFAS in certain sensitive consumer products; and
1.18WHEREAS, Amara Strande of Woodbury advocated for and advanced this legislation through
1.19her testimony to the Legislature of Minnesota; and
1.20WHEREAS, Amara Strande passed away on April 14, 2023, at age 20 from a rare incurable
1.21liver cancer; NOW, THEREFORE,
1.22BE IT RESOLVED that Minnesota Statutes, section 116.943, regulating products containing
1.23PFAS, shall be referred to as "Amara's Law."
2.1BE IT FURTHER RESOLVED, the Legislature of Minnesota mourns alongside Reverend
2.2Dana Strande and Michael Strande, parents of Amara, and is grateful for her powerful testimony
2.3and advocacy.
2.4BE IT FURTHER RESOLVED by the Legislature of Minnesota that it recognizes April 14,
2.52023, as "Amara Strande Memorial Day" in Minnesota.
2.6BE IT FURTHER RESOLVED that the Secretary of the Senate is directed to prepare two
2.7enrolled copies of this resolution, to be authenticated by his signature and those of the Senate
2.8Majority Leader, the Speaker of the House of Representatives, and the Chief Clerk of the House
2.9of Representatives, and transmit them to Dana Strande and Michael Strande.
