1.1A bill for an act
1.2relating to capital investment; appropriating money for state trail acquisition and
1.3development; authorizing the sale and issuance of state bonds.
1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.5    Section 1. STATE TRAIL ACQUISITION AND DEVELOPMENT.
1.6    Subdivision 1. Appropriation. (a) $21,423,000 is appropriated from the bond
1.7proceeds fund to the commissioner of natural resources to acquire land for and to construct
1.8and renovate state trails under Minnesota Statutes, section 85.015.
1.9(b) Of this appropriation:
1.10    (1) up to $1,000,000 is for the Blazing Star Trail;
1.11    (2) up to $1,000,000 is for the Browns Creek Trail;
1.12    (3) up to $2,000,000 is for the Casey Jones Trail;
1.13    (4) up to $2,000,000 is to design, acquire land for, and develop the Camp
1.14Ripley/Veterans State Trail established in Minnesota Statutes, section 85.015, subdivision
1.1528, in conjunction with the United States Department of Defense and the Minnesota
1.16Department of Transportation;
1.17    (5) up to $1,000,000 is for the Cuyuna Lakes Trail;
1.18    (6) up to $2,000,000 is for the Gateway Trail;
1.19    (7) up to $1,000,000 is for the Gitchi-Gami Trail;
1.20    (8) up to $2,000,000 is to acquire and develop a five-mile bituminous extension of
1.21the Glacial Lakes State Trail in the city of New London to Sibley State Park, in the CSAH
1.2240 corridor, for bicycle and pedestrian use;
1.23    (9) up to $1,300,000 is to acquire and develop the segment of the Goodhue Pioneer
1.24Trail between the cities of Zumbrota and Goodhue;
2.1    (10) up to $1,500,000 is for the Heartland Trail extension;
2.2    (11) up to $2,373,000 is for paving the Luce Line Trail and developing a parallel
2.3horse trail between the city of Winsted and city of Cedar Mills. The trail between the
2.4city of Winsted and city of Cedar Mills must be available for multiple uses, including
2.5hiking, biking, horseback riding, snowmobiling, cross-country skiing, and inline skating.
2.6Notwithstanding Minnesota Statutes, section 84.8712, subdivision 1, snowmobiles with
2.7metal traction devices may be used on the portion of the Luce Line Trail paved with
2.8this appropriation. The commissioner of natural resources shall ensure that all drainage
2.9tile passing under the Luce Line Trail can be maintained and shall provide for adequate
2.10crossing locations for farmers with construction standards that allow for large machinery
2.11to cross the trail;
2.12    (12) up to $550,000 is for the Mill Towns Trail;
2.13    (13) up to $400,000 is for the Minnesota River Trail;
2.14    (14) up to $1,800,000 is for the Paul Bunyan Trail; and
2.15    (15) up to $1,500,000 is for the Shooting Star Trail.
2.16    (c) For any project listed in this subdivision that the commissioner determines is
2.17not ready to proceed, the commissioner may allocate that project's money to another
2.18state trail project. The chairs of the house of representatives and senate committees with
2.19jurisdiction over environment and natural resources and legislators from the affected
2.20legislative districts must be notified of any changes.
2.21    Subd. 2. Bond sale. To provide the money appropriated in this section from the
2.22bond proceeds fund, the commissioner of management and budget shall sell and issue
2.23bonds of the state in an amount up to $21,423,000 in the manner, upon the terms, and with
2.24the effect prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the
2.25Minnesota Constitution, article XI, sections 4 to 7.
2.26EFFECTIVE DATE.This section is effective the day following final enactment.
