1.1A bill for an act
1.2relating to higher education; appropriating money to the Board of Trustees of
1.3the Minnesota State Colleges and Universities and the Board of Regents of the
1.4University of Minnesota.
1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.6    Section 1. BOARD OF TRUSTEES OF THE MINNESOTA STATE COLLEGES
1.7AND UNIVERSITIES.
1.8    Subdivision 1. Appropriation. $80,000,000 is appropriated from the general
1.9fund to the Board of Trustees of the Minnesota State Colleges and Universities for the
1.10biennium ending June 30, 2015.
1.11    Subd. 2. Limitation on release of funds. The commissioner of management and
1.12budget may not release funds appropriated under this section until the Board of Trustees
1.13has certified to the commissioner that it has eliminated the practice of awarding financial
1.14bonuses to administrators, including the system chancellor, presidents, vice-presidents,
1.15and deans of individual schools and programs.

1.16    Sec. 2. BOARD OF REGENTS OF THE UNIVERSITY OF MINNESOTA.
1.17    Subdivision 1. Appropriation. $80,000,000 is appropriated from the general fund to
1.18the Board of Regents of the University of Minnesota for the biennium ending June 30, 2015.
1.19    Subd. 2. Limitation on release of funds. The commissioner of management and
1.20budget may not release funds appropriated under this section until the Board of Regents
1.21has certified to the commissioner that it has taken direct action that will reduce the
1.22percentage of the university's expenses attributable to the cost of executive administration,
2.1including reductions in salary, fringe benefits, and other compensation or discretionary
2.2funding provided to the president, vice-presidents, chancellors, the provost, vice-provosts,
2.3and deans and directors of individual schools and programs.
