1.1A bill for an act
1.2relating to alcohol; requiring service to the public at University of Minnesota
1.3venues;amending Minnesota Statutes 2012, section 340A.404, subdivision 4a.
1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.5    Section 1. Minnesota Statutes 2012, section 340A.404, subdivision 4a, is amended to
1.6read:
1.7    Subd. 4a. Publicly owned recreation; entertainment facilities. (a)
1.8Notwithstanding any other law, local ordinance, or charter provision, the commissioner
1.9may issue on-sale intoxicating liquor licenses:
1.10    (1) to the state agency administratively responsible for, or to an entity holding a
1.11concession or facility management contract with such agency for beverage sales at, the
1.12premises of any Giants Ridge Recreation Area building or recreational improvement area
1.13owned by the state in the city of Biwabik, St. Louis County;
1.14    (2) to the state agency administratively responsible for, or to an entity holding a
1.15concession or facility management contract with such agency for beverage sales at, the
1.16premises of any Ironworld Discovery Center building or facility owned by the state at
1.17Chisholm;
1.18    (3) to the Board of Regents of the University of Minnesota for events at Northrop
1.19Auditorium, the intercollegiate football stadium, including any games played by the
1.20Minnesota Vikings at the stadium, and at no more than seven other locations within the
1.21boundaries of the University of Minnesota, provided that the Board of Regents has
1.22approved an application for a license for the specified location and provided that a license
1.23for an intercollegiate football stadium, Mariucci Arena, or Williams Arena is void unless
1.24it meets the conditions of paragraph (b). It is solely within the discretion of the Board of
2.1Regents to choose the manner in which to carry out these conditions consistent with the
2.2requirements of paragraph (b); and
2.3(4) to the Duluth Entertainment and Convention Center Authority for beverage
2.4sales on the premises of the Duluth Entertainment and Convention Center Arena during
2.5intercollegiate hockey games.
2.6    The commissioner shall charge a fee for licenses issued under this subdivision in an
2.7amount comparable to the fee for comparable licenses issued in surrounding cities.
2.8    (b) No alcoholic beverage may be sold or served at TCF Bank Stadium, Mariucci
2.9Arena, or Williams arena unless the Board of Regents holds an on-sale intoxicating liquor
2.10license for the stadium stadiums and arenas as provided in paragraph (a), clause (3), that
2.11provides for the sale of intoxicating liquor at a location in the stadium and in each arena
2.12that is are convenient to the general public attending an intercollegiate football game at the
2.13stadium or arena. On-sale liquor sales to the general public must be available at that location
2.14 those locations through half-time of an intercollegiate football game at TCF Bank Stadium,
2.15 and at the arenas, and sales at the stadium or arenas must comply with section 340A.909.
2.16EFFECTIVE DATE.This section is effective the day following final enactment.
