1.2relating to education finance; clarifying the transfer of the Harambee community
1.3school from the East Metro Integration District to the Roseville school district.
1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
1.5 Section 1. HARAMBEE COMMUNITY SCHOOL TRANSITION.
1.6 Subdivision 1. Facilities. Notwithstanding any law to the contrary, the Joint Powers
1.7District No. 6067, East Metro Integration District, may transfer any personal and real
1.8property to Independent School District No. 623, Roseville, for the operation of a school
1.9facility that serves students in any grade from early education through grade 12.
1.10 Subd. 2. Student enrollment. A student enrolled in the Harambee community
1.11school during the 2012-2013 school year may continue to enroll in the Harambee
1.12community school in any subsequent year. For the 2013-2014 school year and later, other
1.13students may apply for enrollment to the school at any time in the method and manner
1.14prescribed by the board of Independent School District No. 623, Roseville.
1.15 Subd. 3. Compensatory revenue. For the 2013-2014 school year only, the
1.16Department of Education must calculate compensatory revenue for the Harambee
1.17community school based on the fall 2012 enrollment counts.
1.18 Subd. 4. Year-round programming. Harambee community school may operate as
1.19a learning year program under Minnesota Statutes, section 124D.128.
1.20 Subd. 5. Pupil transportation. The board may transport pupils to and from the
1.21Harambee community school regardless of the student's district of residence. Pupil
1.22transportation expenses under this section are reimbursable under Minnesota Statutes,
1.23section 124D.87.
2.1EFFECTIVE DATE.This section is effective the day following final enactment.
