1.1A bill for an act
1.2relating to transportation; specifying minimum funding for alternative
1.3transportation;proposing coding for new law in Minnesota Statutes, chapter 174.
1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.5    Section 1. [174.42] ALTERNATIVE TRANSPORTATION PROGRAMMING.
1.6    Subdivision 1. Definitions. For purposes of this section, the following terms have
1.7the meanings given them:
1.8(1) "STIP" means the state transportation improvement program; and
1.9(2) "transportation alternatives" means those projects identified in the state
1.10transportation improvement program having (i) a program category of bike trail,
1.11enhancement, or recreational trail; (ii) any program category that is substantially similar to
1.12a category identified in item (i); or (iii) a route system category of ped/bike.
1.13    Subd. 2. Funding requirements. (a) In each update or amendment to the approved
1.14state transportation improvement program, the commissioner shall allocate funds such
1.15that (1) the average amount of funding for transportation alternatives over all fiscal years
1.16identified in the STIP, is equal to or greater than (2) the average amount of funding for
1.17transportation alternatives over the fiscal years immediately prior to the earliest year
1.18identified in the STIP.
1.19(b) The calculation under paragraph (a), clause (2), is for the same number of fiscal
1.20years as identified under paragraph (a), clause (1).
1.21EFFECTIVE DATE.This section is effective September 1, 2013.
