1.1A bill for an act
1.2relating to capital investment; appropriating money for flood hazard mitigation
1.3grants; authorizing the sale and issuance of state bonds.
1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.5    Section 1. FLOOD HAZARD MITIGATION GRANTS.
1.6    Subdivision 1. Appropriation. (a) $12,885,000 is appropriated from the bond
1.7proceeds fund to the commissioner of natural resources for the state share of flood hazard
1.8mitigation grants for publicly owned capital improvements to prevent or alleviate flood
1.9damage under Minnesota Statutes, section 103F.161.
1.10(b) Project priorities shall be determined by the commissioner as appropriate based
1.11on need.
1.12(c) This appropriation includes money for the following Red River projects:
1.13$130,000 for Springbrook, Two Rivers Watershed District; $1,500,000 for Hay
1.14Creek-Norland, Roseau River Watershed District; $1,680,000 for Middle-Snake-Tamarac
1.15Rivers Watershed District; $575,000 for Grand Marais, Red Lake Watershed District;
1.16$3,000,000 for the city of Crookston; and up to $6,000,000 for the city of Roseau
1.17depending on the availability of federal dollars.
1.18(d) For any project listed in this subdivision that the commissioner determines is not
1.19ready to proceed or does not expend all the money allocated to it, the commissioner may
1.20allocate that project's money to another project on the commissioner's priority list.
1.21    Subd. 2. Bond sale. To provide the money appropriated in this section from the
1.22bond proceeds fund, the commissioner of management and budget shall sell and issue
1.23bonds of the state in an amount up to $12,885,000 in the manner, upon the terms, and with
2.1the effect prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the
2.2Minnesota Constitution, article XI, sections 4 to 7.
2.3EFFECTIVE DATE.This section is effective the day following final enactment.
