1.1A bill for an act
1.2relating to capital investment; reauthorizing the appropriation of money for the
1.3Worthington bioscience development project;amending Laws 2005, chapter 20,
1.4article 1, section 23, subdivision 12, as amended.
1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.6    Section 1. Laws 2005, chapter 20, article 1, section 23, subdivision 12, as amended by
1.7Laws 2006, chapter 171, section 2, Laws 2006, chapter 258, section 50, and Laws 2010,
1.8chapter 189, section 47, is amended to read:
1.9
Subd. 12. Bioscience Development
18,500,000
1.10For grants to political subdivisions to
1.11predesign, design, acquire, construct, furnish,
1.12and equip publicly owned infrastructure
1.13required to support bioscience development
1.14in this state.
1.15$2,500,000 is for a grant to the city of
1.16Worthington. The $313,947.17 remaining
1.17from this appropriation, which was reported
1.18to the legislature according to Minnesota
1.19Statutes, section 16A.642, subdivision 1,
1.20on January 2, 2013, is reauthorized and
1.21does not cancel under the terms of that
1.22subdivision. The bond sale authorization
1.23and appropriation of bond proceeds for
1.24this project are available until December
2.131, 2016, and also may be used to design,
2.2construct, furnish, and equip a laboratory
2.3and technology training center on the site
2.4supported by the infrastructure.
2.5$14,000,000 cumulatively is for grants to the
2.6counties of Ramsey and Anoka for public
2.7improvements to the portion of County Road
2.8J located within each county, and for road and
2.9bridge improvement costs at marked Trunk
2.10Highway 36 and Rice Street in Ramsey
2.11County in support of bioscience business
2.12development. This amount may be used to
2.13repay loans the proceeds of which were used
2.14for the public improvement. The grants to
2.15the individual counties shall be in amounts
2.16proportionate to the individual counties' costs
2.17associated with the public improvements.
2.18$2,000,000 is for bioscience business
2.19development public infrastructure grants
2.20under new Minnesota Statutes, section
2.21116J.435 .
2.22EFFECTIVE DATE.This section is effective the day following final enactment.
