1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
1.5 Section 1. Minnesota Statutes 2010, section 116L.364, subdivision 3, is amended to
1.6read:
1.7 Subd. 3. Work experience component. A work experience component must be
1.8included in each program. The work experience component must provide vocational
1.9skills training in an industry where there is a viable expectation of job opportunities.
1.10A training subsidy, living allowance, or stipend, not to exceed an amount equal to 100
1.11percent of the poverty line for a family of two as defined in United States Code, title 42,
1.12section 673, paragraph (2), may be provided to program participants. The wage or stipend
1.13must be provided to participants who are recipients of public assistance in a manner or
1.14amount which will not reduce public assistance benefits. The work experience component
1.15must be designed so that work projects result in (1) the expansion or improvement of
1.16residential units for homeless persons and very low income families; (2) improvements
1.17to the energy efficiency and environmental health of residential units; (3) facilities to
1.18support community garden or food security projects; or (4) rehabilitation, improvement,
1.19or construction of eligible education, social service, or health facilities that principally
1.20serve homeless or very low income individuals and families. Any work project must
1.21include direct supervision by individuals skilled in each specific vocation. Program
1.22participants may earn credits toward the completion of their secondary education from
1.23their participation in the work experience component.
2.1EFFECTIVE DATE.This section is effective the day following final enactment.
2.2 Sec. 2. YOUTHBUILD.
2.3$2,000,000 in fiscal year 2012 and $2,000,000 in fiscal year 2013 are appropriated
2.4from the workforce development fund to the commissioner of employment and economic
2.5development for the Youthbuild program under Minnesota Statutes, sections 116L.361 to
2.6116L.366.
