1.2relating to education; allowing students to graduate early from high school with a
1.3standard diploma;amending Minnesota Statutes 2010, section 120B.07.
1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
1.5 Section 1. Minnesota Statutes 2010, section 120B.07, is amended to read:
1.6120B.07 EARLY GRADUATION.
1.7(a) Notwithstanding any law to the contrary, any secondary school student who
1.8has satisfactorily completed allrequired courses or standards high school graduation
1.9requirements under this chapter may, with the approval of the student, the student's parent
1.10or guardian, and local school officials, graduate beforethe completion of completing
1.11the school year and receive a standard high school diploma. General education revenue
1.12attributable tothe a student who graduates before completing the school year under this
1.13section must be paid as though the student was in attendance for the entire year. The
1.14payment under this paragraph is available only one time for the remaining portion of
1.15the school year that the graduating student does not complete under this section. This
1.16payment is not available under paragraph (d).
1.17(b) A public secondary school student who satisfactorily completes in fewer than
1.18four school years all high school graduation requirements under this chapter is eligible to
1.19receive a standard high school diploma from the secondary school the student last attended.
1.20(c) A public secondary school student who satisfactorily completes the freshman
1.21year in an accredited postsecondary higher education institution or who has been admitted
1.22and enrolls in an accredited postsecondary higher education institution without being
1.23required to complete any remedial instruction is eligible to receive a standard high school
2.1diploma from the secondary school the student last attended, whether or not the student
2.2has satisfactorily completed all high school graduation requirements under this chapter.
2.3(d) A public secondary school student who satisfactorily completes the requirements
2.4for grades 9 through 11 under this chapter and participates in an accredited high school
2.5study abroad program in grade 12 is eligible to receive a standard high school diploma
2.6from the Minnesota public secondary school the student last attended.
2.7(e) Consistent with the school board policy under paragraph (f), a public secondary
2.8school student who enlists in the military and has an enlistment contract that contains an
2.9educational component may be eligible to receive a standard high school diploma from the
2.10secondary school the student last attended, whether or not the student has satisfactorily
2.11completed all high school graduation requirements under this chapter.
2.12(f) A school board must formally adopt, publish in an electronic format or other
2.13format, and implement an early high school graduation policy that is consistent with
2.14this section. The school board annually must publicly report the number of standard
2.15high school diplomas it issues under this section. A student and the student's parent may
2.16appeal a school board decision under paragraph (e) to the commissioner in the form and
2.17manner the commissioner determines and the commissioner's decision regarding the
2.18appeal shall be final.
2.19EFFECTIVE DATE.This section is effective for the 2011-2012 school year and
2.20later.
